Excavation and grading of the area is first done to establish the desired grade and drainage for the lot. Curb and gutter can be installed at this point. Aggregate base is then installed on the lot.  A layer of asphalt binder is installed followed by asphalt topping.   The level of rock and asphalt is installed varies depending on the specifications of the lot.
